This section outlines the stakeholders that must be considered during all stages of any implementation. For the sake of clarity, this section also introduces the terms by which these stakeholders will be referred to in the rest of the document.
As the implementer, and possibly the person or group providing the service operationally, you must consider these stakeholders:

These stakeholders may be in the same organisation or in different organisations. For the sake of this guidance document these four stakeholders are considered separately, but in reality a single group or person may represent more than one interest. For example:- teachers and trainers may be both designers and facilitators
- learners may be sources of learning content and, in some good practice examples, can be designers as well.
At the inception of a project it must be clear that the interests of the sponsor and the learner are aligned, and that their quality expectations are matched. Section 5 of this document goes into further detail.
