The Improvement and Development Agency (IDeA) is a not-for-profit organisation 'created by local government for local government'. As an advocate of the best in local government in England and Wales, the IDeA aims to deliver practical solutions to improve performance through sharing best practices. The overall success of the IDeA is judged by the extent to which local government improves, and they measure improvement year-on-year through performance indicators based on the ability of local authorities to move up and through the Audit Commission's council performance classifications.
It is this focus on performance improvement that first stimulated the IDeA to investigate and then support e-learning as a means to share knowledge, practice and resources for training and development across local authorities.
