Overall the feedback was that the Toolkit would be very useful in the mainstreaming of e-learning and would help the organisation to consider those factors that could support their change programme and particularly the development of their e-government services and the changes that would be required to achieve their e-government mandate. The Head of Business Performance agreed to share the information about the Toolkit with a senior management group including the heads of Human Resources and Organisational Development.
The ICCA Toolkit and factors that influence the effective adoption of e-learning
These local authority cases were useful lenses from which to review the factors that the ICCA project had included in the ICCA Toolkit. They helped to validate some of the factors that the ICCA team felt were important - notably the importance of having clarity of objectives, involving and communicating to all stakeholders, and understanding the characteristics, needs and expectations of learners.
