Some reflections in the framework of the ICCA Guidelines for implementing e-services with regard to the Learning for Living project

Research
Excellent research appears to have been carried out in relation to the specific target group and the subject content appears extremely well fitted to the pilot group. However, it is unclear what research, if any, took place around the types of business models that have been used for the delivery of e-learning through the existing education and training systems and the lessons emerging in what is still a relatively immature sector and the identification of any specific potential barriers to adoption and roll out in the market. Research into delivery of e-learning through non-traditional channels (in this case carers' centres) was going to be difficult because of its innovative nature, and the experiences from pilots and initiatives in communities with similar characteristics and their adoption of e-learning might help to inform and build the knowledge base of the Learning for Living project team (eg e-learning use in adult literacy programmes, and other socially marginal and at risk groups). Overall, some of the lessons that have arisen suggest that a broader and deeper research phase might have identified some of the factors that have been highlighted in the pilot as important for this project.

Scoping
The technical scoping for the web-based content appears to have been effective although the performance and usability of some communication functions was the subject of some problems in the pilot. The scoping in relation to the human dimensions - the role of the tutor in such a process and the need for well-planned induction and development - would benefit from more reflection and an in-depth review of the experiences of other initiatives.
