How this case study came to be written
During the course of researching evaluation in workplace training and, specifically, evaluating the use of learning technologies, the ICCA team came across a published article on evaluation at GMP, authored by Sgt. Brendan O'Brien. Contact was made with him to discuss GMP's experiences, and ICCA was invited to present the project to the ACPO National e-learning Group, convened by GMP and chaired by Assistant Chief Constable Vince Sweeney (and, since April 2004, Assistant Chief Constable (Personnel & Development) Bernard Lawson). At this presentation, it was agreed that GMP would 'pilot' the Toolkit at a meeting in early 2004 and provide information for the development of a case study on their experience of e-learning. The pilot workshop allowed the ICCA representative to gain valuable insight, not only into the actual use of the toolkit by a group of stakeholders in an organisation with relatively advanced adoption of e-learning, but also into GMP's experience and the barriers they were still encountering. The workshop, which was observed by participants from Cheshire and Mercia police forces, had the endorsement of ACPO e-learning group and brought together interested participants from across the Learning and Development Branch, the IT Branch, Operations, and NCALT.
