The document recognises a major challenge in developing both the IT competence of staff and the ability of staff to use ILT within the curriculum. Staff development was proposed so as to 'lead to staff able to evaluate and develop ILT materials, re-purpose existing materials, integrate and manage their use and develop assessment and verification procedures.' Tutors 'will be encouraged to create a virtual learning environment containing the required course information with facilities for news flashes on-line deliver, on-line assessment and marking conferences and discussion groups.'
From 2001, every staff member was expected to have a minimum level of competence in IT/ILT appropriate to his or her job/curriculum area. A basic and minimum IT standard of competence for all staff was provided as an appendix. Further standards for different job roles were to be developed by December 2000. These skills were to be assessed by college-devised assessment and college certificates would be issued, recorded on the personnel system and used to monitor progress. Minimum standards also were being set for sessional staff, with appropriate methods for supporting their achievement of the standards. The college planned to evaluate the FENTO ILT standards when finalised and to implement or adapt them as appropriate. The college also proposed to subscribe to the NLN ILT champions programme when further training dates notified.
The college's QA system was being extended to include all information on the intranet. All staff members were to be provided with remote access to the latter. The document recognises that 'that the allocation of email accounts to students will dramatically increase the network traffic and guidelines will be produced to assist staff in the management of this. The effect of this will be monitored and appropriate procedures developed.'
